Affordable homes, integrated policies

Given the current dynamics in the new housing sector, as well as the many challenges related to the management and distribution of the existing housing stock, the need for coherent housing policies is becoming more and more pressing. Presently, the Housing Law, the technical regulations, the “First House” program and the VAT threshold play the role of housing policies, while private initiatives and public construction and management programs are failing to harmonize with the common aim of constructing sustainable and inclusive cities. Romania occupies the last place in the EU 28 in terms of access to quality housing, according to the European Housing Index, and the current housing offer does not meet the market’s real needs.

What is the relationship between urban planning and housing? What is the role of public administration and private actors in improving the quality of collective living? How can the housing areas’ development and management mechanisms be improved and harmonized to lead to better housing?

The aim of this event is to learn from examples of international best practices, but also to facilitate the dialogue and collaboration between public and private actors involved in the production and management of housing, as well as the exchange of knowledge and good practices initiated or necessary for the development and implementation of housing public policies in Romania.

Among the event’s participants will be national and local public authorities representatives, experts, researchers, national and international organizations’ representatives that are active in the housing area and other complementary fields.
